1. For you to sign any of the four books, you must meet the requirements of each as specified in the Standard Referral Procedure, as stated in the current Inside Agreement and Line Work Agreement. The burden of proof, of qualifications and residence, is on you.
2. The original sign-in may be by telephone, e-mail or fax. Each applicant must supply a copy of their separation notice or other document verifying the applicant is not employed in the trade. Applicants shall provide a copy of their receipt, non-members shall provide a driver's license or government approved ID.
3. It is the responsibility of each person to keep this office informed of changes in your phone number and address.
4. Re-sign shall be required monthly beginning on the 10th and ending on the 16th of each month. Re-sign may be accomplished by mail, e-mail, fax, or in person. Fax or e-mail re-signs are not required to be sent from member’s home local union. Re-signs will require the following information: Name, address, home local union #, and IBEW card #. If not a union member, a driver’s license or government ID will be required.
5. Calls will be placed on the recorder (70l) 852-3025 and (70l) 258-6370 after 5:00 pm. They will also be placed on our website at www.local714.com.
6. If you are interested in a call you must either leave a message on our recorder, bid online, or call either office the following morning between 8:00 am and 9:00 am, CST. Dispatch will begin at approximately 9:15 am. If you don't answer, we will leave a message. If you don't return the call by 11 AM CST we will move on to the next interested registrant.
7. Any registrant who could have been referred but does not respond on the recorder or by calling in the following morning will be issued a turndown (strike). Being unavailable for referral when work would have been available for the registrant shall be considered a turndown (strike). If a job call requires the ND State License you will receive a strike (one per day only) if the call goes past you or the call goes unfilled.
8. Registrants will be allowed two turndowns (strikes) without penalty and will be rolled completely off the book for a third turndown. You must re-register in person after being rolled off. Rejection of applicant by an employer is not a turndown.
9. If you do not agree with your Group placement or any other rules or functions of the referral, you may exercise your Right of Appeal according to Article IV, Section 4.15 and 4.16.
10. The Business Manager is responsible to fill calls in a timely manner as needed by employers. In the event of any emergency or extenuating circumstance, referral may have to be made outside of normal hours using whatever means necessary to fill calls and place registrants.

TEMPORARY REFERRAL RULES
1. A temporary referral shall not exceed fourteen (14) calendar days.
2. Temporary calls will be placed on the recorder at (70l) 852-3025 and (70l) 258-6370 after 5:00 pm CST. They will also be placed on our website at www.local714.com.
3. If you are interested in a temporary call, you must either leave a message on the recorder or call either office the following morning between 8:00 am and 9:00 am. Dispatch will begin at 9:15 am and continue until all calls are filled.
4. No strikes will be given for not taking a temporary call.
5. When working a temporary call, applicants are not eligible for another call unless the start date is after the expiration of their temporary call.
6. Applicants will receive strikes for refusing any permanent calls with a start date that falls after their temporary call expires.
7. While on a temporary call, you are responsible to maintain your position on the out of work list by resigning by mail, fax, e-mail, or in person during the first full work week of each month.
8. The Business Manager is responsible to fill calls in a timely manner as needed by the employers. In the event of an emergency or extenuating circumstances, referrals may have to be made outside normal hours using whatever means necessary to fill calls and place registrants.
